The few counties located entirely within a single State Senate district AND a single Assembly district will be divided into
Sectors; the rest into Zones.
Sectors shall be based on the districts of the county's own Board of Legislators or, absent such districts, on municipalities.
Zones shall be defined by State Senate and Assembly district lines; zone identification will be based on numerical order of
Senate District and of Assembly districts portions of which are contained therein.
EXAMPLE: (Hypothetical district numbers used here)
Zone A: Sen Dist 1 / AD 1
Zone B: Sen Dist 1 / AD 2
Zone C: Sen Dist 1 / AD 3
Zone D: Sen Dist 2 / AD 2
Zone E: Sen Dist 2 / AD 3 etc.
